Chapter 11 - The Fall of the De Luca Naval Consortium

In early spring, the federal trials of Raymond Drake, Salvatore De Luca, and Sienna De Luca concluded with historic, devastating efficiency.

With the recovery of the marina archive logs, the digital voice-matching forensic analysis, and the offshore banking records from Zurich, the federal grand jury returned guilty verdicts across all counts within forty-five minutes of deliberation.

Raymond Drake was sentenced to consecutive life terms without the possibility of parole at ADX Florence in Colorado.

Salvatore De Luca was sentenced to thirty-five years for high treason and illegal arms trafficking.

Sienna De Luca was sentenced to thirty-five years at the Federal Correctional Institution in Danbury, Connecticut.

Their multi-billion-dollar shipping conglomerates, their private luxury yachts in the marina, and their commercial real estate holdings were completely liquidated by federal court decree.

Eighty percent of the recovered capital—over two hundred and fifty million dollars—was transferred directly into the newly chartered Rossi and Vance Memorial Foundation for Labor Safety and Healthcare, providing free legal advocacy, housing defense, and full medical coverage for low-income service workers across Florida, Georgia, and South Carolina.

On the afternoon following the final sentencing, Christian took my father and me down to the newly restored shipping berths at Pier 4.

The old, neglected De Luca warehouses where the contraband had once been moved were completely demolished.

In their place stood a magnificent, three-story maritime medical center and trade academy constructed from red brick, polished steel, and expansive glass windows overlooking Biscayne Bay.

Above the main entrance, carved in gleaming white Vermont marble, were the words:

THE MAYA ROSSI ACADEMY OF NEURO-TRAUMA AND MARITIME DESIGN — WHERE TRUTH IS RESTORED AND COURAGE RULES FOREVER.

Christian stood beside me on the private boardwalk, his hand resting gently on my waist, while my father reviewed the new medical equipment with the hospital deans, watching the giant cargo freighters glide across the blue water under full, magnificent power.

“What do you think, Donna Maya?” Christian asked softly, looking down into my amber eyes.

“It’s beautiful, Christian,” I whispered, tears of profound, eternal peace stinging my eyes. “My mother would have loved to see this clinic running.”

“She is here, Maya,” Christian smiled, pulling me close against his side as the warm salt breeze ruffled our hair. “Every time an honest ship sails into this port, she will always be here.”
